Any discussion of Europe's external cultural relations must inevitably consider the EU's cooperation with developing countries. The European Union as a whole is the largest official source of development assistance in the world, providing more than half of the global development budget. Although culture has been a 'hidden component' of development policy both in the EU and internationally for decades, it is worth taking a closer look at the area of 'culture and development', as the EU has been increasingly active in this area in recent years, especially in the ACP countries.
